Project Manager - Mine Action & Construction

Job Summary:
The Project Manager for Mine Action in Angola is responsible for overseeing and coordinating all aspects of mine action projects within the country. This includes planning, implementing, monitoring, and reporting on demining, risk education, and victim assistance activities. The Project Manager will ensure that projects are delivered on time, within budget, and in compliance with organizational standards and donor requirements. The role also involves liaising with local authorities, international organizations, and other stakeholders to support the broader goals of humanitarian mine action in Angola.

Key Responsibilities:
1. Project Planning and Implementation:
• Develop and manage detailed project plans, including timelines, resource allocation, and budgets.
• Oversee the execution of mine clearance, survey, and explosive ordnance disposal (EOD) operations.
• Ensure that all mine action activities are conducted safely and in accordance with international standards (e.g., IMAS) and organizational SOPs.
2. Team Management:
• Recruit, train, and supervise a team of national and international staff, including deminers, EOD technicians, and support personnel.
• Conduct regular performance reviews and provide ongoing training and capacity-building opportunities for staff.
3. Stakeholder Coordination:
• Establish and maintain effective relationships with local communities, government authorities, donors, and other NGOs.
• Represent the organization in coordination meetings, working groups, and other forums relevant to mine action.
4. Monitoring and Reporting:
• Develop and implement monitoring and evaluation (M&E) frameworks to assess the impact and effectiveness of mine action activities.
• Prepare and submit regular progress reports to the Country Director/Regional Manager and donors, highlighting achievements, challenges, and lessons learned.
• Ensure accurate and timely data collection and reporting in accordance with donor and organizational requirements.
5. Financial Management:
• Manage project budgets, ensuring expenditures are in line with approved budgets and donor requirements.
• Prepare financial reports and forecasts in coordination with the finance department.
• Ensure compliance with financial policies and procedures, including procurement and asset management.
6. Safety and Security:
• Ensure that all project activities are conducted in a safe and secure manner, adhering to the highest standards of safety and security protocols.
• Conduct regular risk assessments and update security plans as needed.
7. Community Engagement and Risk Education:
• Design and implement risk education programs to raise awareness about the dangers of landmines and unexploded ordnance (UXO) among local communities.
• Collaborate with community leaders and other stakeholders to ensure effective delivery and uptake of risk education messages.

Qualifications and Experience:
Education:
• Bachelor’s degree in a relevant field such as International Development, Engineering, or Management. A Master’s degree is preferred.

Experience:
• At least 15 years of experience in humanitarian mine action or a related field, with a minimum of 5 years in a managerial role.
• Proven experience in project management, including planning, budgeting, and reporting.
• Experience working in post-conflict or developing countries, preferably in sub-Saharan Africa.

Skills:
• Strong leadership and team management skills.
• Excellent organizational and problem-solving abilities.
• Proficient in project management tools and software.
• Fluent in English; proficiency in Portuguese or local languages is an advantage.
• Strong communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.

Desirable Attributes:
• Knowledge of International Mine Action Standards (IMAS).
• Experience in capacity building and training.
• Understanding of gender and diversity issues in mine action.
• Ability to work under pressure and in challenging environments.
